Free Delivery for certain Categories

Hello!
I’m trying to figure out how its possible to do the following:

Settings:
Delivery Type: Fixed Delivery Charge – 2 Eur
Minimum Order Value – delivery: 10 eur

HOWEVER, i would like delivery for certain items OR Categories to be “FREE”, ignoring the “minimum order value” option.

Example:
Item 1, Normal Rules – Price: 20EUR
Delivery: Allowed
Total Price: 22 EUR (20+2 eur)

Item 2, Normal Rules – Price 5EUR
Delivery: NOT Allowed
Total Price: 5 EUR – Pickup ONLY

Item 3, SPECIAL rules – Price 3EUR
Delivery: ALLOWED
Total Price: 3 EUR (3 EUR + FREE Delivery)

How to do this?

there is no way to do this
delivery costs will always be for a whole order
not to mention, what happens if i have item1 AND item2 AND item 3 in the cart? what rules would you apply ?
