      I’d like to request the ability to do a partial refund via Stripe payment gateway.

        There are no plans to implement this – not in the near or medium term future anyway. Sorry.
        You can of course already do partial refunds from within your stripe account , which will add a note/info to the payment in the order history to that effect (provided you have set up your webhooks etc correctly)
